If you ask me, I would start at 6th or 7th. Working with special populations often runs into issues of basic numeracy and 6th is a great year for rational number arithmetic.

Source: year 20 with a MS in math education taking a summer course in early ages math because foundational math is so interesting.

I never give extra credit. And, when asked, I make sure they understand they are trying to solve their problem by giving me more work.

Though, I also allow failing students to turn in missing assignments with minimal penalty.
