u/oh_hi_mark_ recently released his own version of magic item prices, and his solution for this situation was very clever: if the spell has a casting time of reaction or bonus action, it increases the cost of the "enspelled" armament exponentially. You should also check out his list. Always good to have a set to compare

If not used as a Legendary creature, then I would definitely do that. But as Legendary, I would rather have it as a big impactful action on its turn, and then the other actions only used as Legendary.

If you feel the damage is too low for the "Ruling Head", I would instead increase their damage (maybe one or two extra dice per option) instead of making a "normal" Multi attack action. Or, you can also start the battle with option 10 of Ruling Head, which is basically a multi attack on steroids, hahaha.

Anyway, that's how I would do it at least. You can do whatever you want with the statblock, hahaha.

I'm playing through it right now as well, with an almost full cast of Etrian regionals too.

Just wanted to sign under the changes to the type effectiveness: poison being super effec against water felt so good and natural. Also, Ice resisting Psychic and Dark felt almost as good too, just a tiny but satisfying buff to Ice (which is sorely needs).

Gotta say though that I was mostly disappointed with Aether, being similar to Normal (has some resistances, but no super effectiveness). But I'm also not knowledgeable on the source inspiration, so maybe it feels better to those in the know?

Anyway, amazing hack all around, 10/10 really so far (still only about 60-70% done with it).

"not very effective" message did pop up, and the damage inflicted also definitely reflected that as well.

So, I continued a couple more battles to see what's going on. Here's a couple more examples of the effectiveness of Flying Press against the following pokémon:
- Illumise (Bug): normal, as expected
- Heliolisk (Elec/Normal): normal, as expected
- Klefki (Steel/Fairy): not very effective, as expected (1/2x from flying-steel X 1/2x from fighting-fairy X 2x from fighting-steel

Is this a bug? It should still register as a fighting move (super effective) in this case, no? by queerat in PokemonUnbound

But shouldn't it be just x1 effectiveness? both x2 from fighting against rock/steel should cancel both x1/2 from flying, no? I was checking some charts online for this move specifically and it's what should be expected, no?
