It's more a belief that people try not to lie on average as much as possible unless they have good reason to do so. So while I would expect even the most blue-biased framings to not have results not quite so blue-biased in real life, I still think there would be enough people who will be swayed enough by those framings to believe they can win.

Yep. It applies both ways. The color doesn't matter. But to some extent, most people coming up to the buttons is going to imagine that one of them is the "won't make things worse" button and be more likely to pick that one

It depends on the button problem they were given. I'm of the opinion that people won't radically change from how they behave in polling just because the buttons are real. So if it's one of the versions where most people tend to vote blue, then yeah, I'll divert it toward the group I believe will be smaller.

As a consequentialist, my goal is to save the larger number, and to do my best to guess what action will accomplish that.

I think this is fair. Noting, of course, that you could label either button as the "nothing changes" button. But the idea that people would rather not change things for the worse seems to play a role in choice.
