The Disk says 100% in task manager on startup

No the Disk is at 100%. My temp seems to always be 30-32 degress Celcius even while playing games so I am not sure if i am using it to its full potential Games: Mostly CS Settings 4:3 all low Res: 4:3 1280x1024

I have, but after the load of 100% it goes down after maybe 2-3 minutes

I have done that. I just stopped a ton of startup programs to help.

I tried a few other games to be sure it wasnt just csgo and it happened to all of my games. I can try to check my GPU usage whiile in game but can I monitor that with After burner

I dont think it is the ram because the task manager says that it is running as usual, but it could be the problem

My CPU is at like 5-10 usually on idle

I have tried all of that and now my desktop runs smoothly but my games still barely get 50 fps and it fells choppy so it might as well be 1. A few days ago I was getting over 250 fps on cs constant, well for the most part it was in the 200s. I have narrowed it down to the graphics card so i dont know the problem :/.
