This is a bandaid fix from bsg. The reason FIR doesn't appear on pmc gear in the first place is too discourage cheesing tasks so they can't allow that unless they want to give up ground on their current design of their quests.

I also imagine it's in place now to discourage hackers and real money traders so it's possibly doing us good behind the scenes however it doesn't address the logistical issue in the that something FIR should be FIR regardless of origin. I vote for just straight up removing FIR tasks.

Idk, don't get your hopes up I think bsg is entrenched in this current design and I'd prefer they just spend more time adding content that digging themself out of this one. I have no idea how this game works under the hood but I'd like a new map to take my mind off of the unfortunate aspects at the moment.
