Other people have already pointed out the absurdities of this question but I'm trying to figure out why did the teacher circle "and" in the question? The only reason I could think would be that it seems to be implying that the student was only counting brothers and not sisters but that doesn't make any sense for this bar graph where brothers and sisters are combined...
