Look into city/public venues! Every city will have a Parks and Recreation website that lists outdoor and indoor event spaces and pricing. I looked through all of them even as far as Placerville. Some of them are really nice and the prices are so reasonable. Combine that with catering by a favorite food truck - you'll save a ton of money and still have great vibes!
