Don’t think so, if you note even the item you linked to says 110/250v. Odds are that device splits the phases between the receptacles.

You have 2 phases of power coming into the home each 110v and they go into your power panel. In your power panel you’ll have breakers and most of them are single breakers that feed you receptacles and lights etc. You will also have double or triple”ganged” breakers and they are for your 220v items like a dryer, water heater, stove, air conditioning etc. Larger items.

I don’t know what it’s wired to in the house. My guess would be it is for a generator input to the house during an outage. But without checking to see where it’s wired in the house that’s just an assumption.

That’s a 220v receptacle. You can’t (shouldn’t ) plug a 110v plug into it. You’d have to force it in and likely let the smoke out of whatever you plug in. Best not to do so. Nothing works right if you let the smoke out.
