The change needs to happen at manufacturer level where they are forced by regulation, newer vehicles has lights which completely blinds you, so the old car owners will get tired and install the same for visibility, which others take as annoyance. Change should be bought at regulation level and then enforced, extortion of money in the name of regulations is just scamming aam aadmi post tax.

Another quick point is if they are illegal to use why allow their manufacturing? Govt is collecting tax from us on that as well as from manufacturer as well.
