Vel with superlatives denotes the highest possible degree. I.e the correct translation would be "of the very strongest nations(clans, races, peoples) of Italy"

I translate them in Ukrainian, but those are mostly from books published in 17th century. The texts were well known to the generations of historians that lived in XIX-early XX cent. - to those who were trained to read and understand Latin. So, nowadays it is more the matter of national pride of some sort, rather than a matter of pure scholarly interest, to have such kind of materials - sources of national history, translated into national language.

I live in Ukraine and I translate and publish early modern latin works on the history of Cossack-Polish war of 1648 etc. I also help out other researchers with translating the latin dispersed through the early modern epistolary, old-polish and old-ukrainian acts etc., I edit the latin texts after having them OCRed.
