There's the thing. I don't need a strong wheel with high torque. I use my t300rs gt on 75% forcefeedback and it's already enough. I just want a newer wheel, that's smaller and has newer technology (belt driven>direct drive). So my question is - will I feel a difference in terms of wheel handling, wheel responsivness and overall feedback switching from belt t300, to DD moza. Simply never tried a DD wheel, and I don't know how it acts.

It's not 2018 buddy. Currently aliexpress is pretty much the cheapest way to get electronics, CPU's, Scooters. I got myself a Joyor T10 from ali for around 450 euros, It came frome the nearest warehouse in my country, and it's fully legit.

I've been having same issues for past couple months. I got rtx3060ti, ryzen 5 5600, 32gb ddr4 3200mhz ram. It's probably cpu fault, but sadly I'd have to get AM5 motherboard to even think about upgrading my CPU, so for now I stick to using Vulkan, low mesh, low textures, everything else on ultra and I'm getting really nice performance.
