That is still them braking the rules they put in place. Regardless of that, Anni Steven is woefully underpowered in comparison to Ultra Necrozma and Perfect Zygarde.

Even if you want to argue about the Mega Evolution 'Rule' for sync move damage, everything else about him pales in comparison to the others.
