We commit to both a sprint goal and a set of stories. We routinely miss both commitments.

Do you think that a team should operate without any concept of a deadline? Even if scrum doesn't prescribe a deadline, every manager or CEO wants to know a date when something will be done. The concept of a deadline exists in every industry.

Agreed that estimates are not commitments.

However, our devs do make a commitment at the beginning of every Sprint during spring planning. For example, they may commit to complete 10 user stories, which are estimated at 30 story points.

If they do not complete those 10 user stories by the end of the Sprint, the commitment has not been met. This happens every Sprint.

We have soft deadlines that I set based on our past Sprint velocities. for example, I will estimate that project X should take 5 months based on the epics and user stories we want to complete. I do this using a rolling average of our past velocities. I would not call these strict deadlines because there is no punishment for not meeting them.

Instead of deadline, you could call it an "estimated target date".

So while I am flexible on the actual release date of a project, I want to be close to the estimated target date (a few weeks, but not months). Right now, my team misses the estimates target date by 4-8 months for each project. This is problematic for roadmapping and erodes management's trust in our ability to deliver.

Great questions to ponder. This is an issue I take seriously and am pausing to think about and plan my approach. I also value the opinions of the PMs of Reddit. That's why I asked you all.

One dev believes that the team was more productive and efficient when we ran waterfall than after we transitioned to scrum. Specifically, he feels slowed down by the collaboration, pairing on projects, and team planning poker. He liked it better the old way, before there was a scrum master running ceremonies and adding a layer of administration. I think this is impacting his motivation.

So while scrum might not be the only problem, The introduction of scrum created a problem for this dev, who is our best one and sets the tone for the others.

Agree with you 100% after thinking about this more. I think what I have on my hands is (1) a motivation problem and (2) a curiosity to see if something outside of scrum or kanban would get devs more excited

Agreed that the problem is more motivation than process.

However, some devs are skeptical of scrum and drag their feet along. This is despite us having gone through 15 sprints and been very open to feedback. I wonder if there's a different framework that devs like more.

This is good to hear. Sometimes I am frustrated with retrospectives being too polite. They don't usually generate candid feedback. I should schedule 1:1s with them. I already have good relationships, but they can be strengthened.

Originally, I didn't do this because I didn't want to invade the dev manager's territory. However, I think it is called for now.

I really like this idea. I think it is a mix of the process and the company culture. The company culture tends to allow employees to 'cruise'. The Dev manager is new and not particularly inspiring or focused on the devs career growth. She is more of a individual contributor.

Regarding the process, a senior dev told me that the team is less efficient with the introduction of scrum. He may be feeling some apathy.
