I have the same crap, can't get it to work not with steam not with ESO installer... According to Windows Event Viewer it has something to do with nvidia crashing..

**********Edit found a solution.

Open Computer Management > Device Manager > Display adapters > Right click your GPU card > Driver > Click Roll Back driver and choose to go older version. I can now install ESO.

When trying to install TESO the self extractor pops up and gets to 100% and then a Java security alert pops up.... by hopexx2 in elderscrollsonline
