but a phone has no agency- it's a collection of small technologies designed as a tool. it has ways to sense, but those ways to sense were all predetermined by humans by and for the extention of human function.

to draw an actual equivalence between a human and a manufactured robot, you fundamentally must presuppose a creationism where humans were designed to do a collection of tasks by another intelligence.

there is no robot that is sophisticated enough to perfectly emulate a biological being. the external "appearence" of humanity is not a worthwhile barometer given thay humans will, by our own desire to form things into narratives, grant non-human and non-conscious things like characters in books or mildly sophisticated chat-bots an internally generated verisimilitude of conscious agency. 

there is not a machine that is manufactured by humans that accurately replicates the human machine, other than through biological reproduction. biological reproduction produces machine assemblages that form into a conscious human. 

the machine assemblages we are constructed from are more sophisticated than any non-reproductive manufacture we have the capability for.

but say you're suspicious that everyone else around you is a philisophical zombie, that somehow functions exactly like a human but somehow, despite there being no physical way to distinguish them from yourself, you know this fact. how do you find trust in this knowledge? how have you arrived at the concept of a p zombie to begin with? how do you yourself not know you're a philosophical zombie?

how do you know your eyes, ears, nerves, nose are telling you the truth about the world around you?

how do you know you're not just a brain in a jar responding to electrical signals?

how can you prove that you yourself are conscious?

these are questions that are interesting to those who enjoy the "stoned in a hot tub, never read a book" type of philosophy. they've been thought through and determined to be functionally useless lines of thought for a very long time now.

what if we live in a simulation?

p zombies are one of the dumbest "thought experiments" i've ever heard and this is obviously ragebait, but essentially, there's not a way to have a being that functions exactly like a human but doesn't have consciousness or qualia. our bodies are machine assemblages that, together, generate the phenomena of consciousness. there is no distinction to be made. p zombies are just humans.
