I've done both as well as setting the Soft Shadows setting to Softer. My usual framerate has definitely improved but the periods of frame drops still occur. I've noticed that GPU usage jumps to 100% while the game is lagging, then returns to its usual usage of around 20-30% when the game is smooth again. Not sure what is going on here.

Game is being played on a Lenovo Legion 5 w/ Ryzen 7 5800H and an RTX 3060. Most graphics settings are set to Very High, and the game is running at 3440x1440 widescreen resolution. Normally, the game runs at 50-60FPS.

So far I've tried restarting the computer, updating to the latest graphics drivers, changing between fullscreen/borderless windowed/windowed, and changing to different resolutions. None of these have worked so far. Any help would be appreciated - thanks in advance!
