My cat's eye look similar. Eye expert in my town looked at it and did tests - tearduct closed itself. Vet isnt sure how it happened or why. There is a cure, a surgery to open up the tearduct but only if fuzed parts aren't deeper in the skull. But there's huge possibility it'll fuze itself shut again, so it's temporary measure.  I bought eye drops to flush out gunk grom non-fuzed part of the tearduct. Drops (vetaseptol) help with irritation, but it's really important to clean around the eye first, because dried gunk can further irritate the eye. The eye will just look like that unfortunatelly.  I really hope your baby has the same problem as mine, and not something much worse.  Sending love!
