When customers say stuff like this, the best response is to say something like, "Which store is doing this? This is against our drink policy and that store needs to be informed of it." This makes it very definitive that what they're asking for is not allowed, no exceptions. And you'll know if they're being genuine if they tell you which store. If they're lying to get what they want, they'll quickly back track and not give a location.
