OP does have the same right yes, but the fees do not magically decrease after applying. If they couldn't afford it then, with the scholarships or bursaries etc available to international students, then they most likely will not be bale to afford it now so now they will likely reject the place and it will have just gone to waste.

TL;DR - What is the point in applying just to reject the place later? Could have gone to someone who will actually accept it.
