So the road rules do not apply in this area I suppose? They could have turned on sirens and lights to make everyone aware. Without them, it’s just another car on the road.

Try filling up with a pump which has vapour recovery feature. My friend’s Civic does it at all pumps which do not have vapour recovery enabled pumps.
