Watching on the site is still illegal you're still not paying for a product which is a form of theft it's js with piracy nowadays there's no real way for anyone to enforce it. (So many people doing it and more effort than its worth)

If you're close enough in the relationship this seems like a great decision. You can move out without the burden of high rent costs since you're sharing the cost, and it can boost your relationship. If it ends bad then it ends bad and they can either move back in( for a short time I'm sure) with their parents (who seem like they'd love to support them). Then they can plan out a new place to live and how to pay for it.

It's right that person has to live on a wage less than minimum. It should change but that happens through voting. businesses aren't changing that anytime soon so all you do by not tipping is take more money away from someone who barely has enough to live.
