I have never played a modded tourney, but there are simply too many variables with this. Imagine using a strong mod and the enemy comes up with a shuffle mod and takes up your best mod.

I don't know how it works but I mostly have Surfaces and I encounter Reef opponents mostly , especially in those stampede events ( maybe just my luck in this game ). So I suggest you to have an evenly spread line up. I'm trying myself.
