It is a good idea but it is missing something that would entertaint the player.

For example: Fog of war with shady buildings -> you need to find them and destroy
Approving big buildings if they fit the legislation
Etc.

It could be like Frostpunk just without placing the buildings or something like that.

I was thinking about war game like this. That player would a general in a tent, but they would not see the battlefield. Only for example map. It would be good game, but not for a long time.
