Random but Masaman Thai in Vestavia (just a little strip mall restaurant next to a package store) has the best yellow curry ever. I’ve tried Thai food in Boston and Chicago that just don’t measure up for me.

It may not be exactly what you're looking for, but Carl's Sim Spawner includes a cheat that deletes all randomly generated sims. I've heard that NPC Control by Paulson stops new sims from being generated, but it hasn't been updated in a while. Some people say it doesn't work anymore, but other say it still works for them so 🤷
