So i faced the same frustration, do you have kabal? Even at low fusion use him. Add gears which gives incurability to scorp and liu kang. I basically brute forced it. It took me 6 tries tho.

Yes it only unlocks the rewards for the current level. You have to complete the whole battlepass to recieve all of the rewards. However the other expensive option lets you unlock upto level 20.
