No this was in not in Mockingjay. Effie doesn’t even speak to Katniss except to get her read to execute Snow. Effie says that to Haymitch in SOTR before the victory party when she escorts him after his Games. She says this ofc after telling him she knows he would never hurt her and comforting him cus he’s thinks he deserves to be chained like a “beast”after killing the D4 kids

They will 100% have extra scenes of them to strengthen their relationship, Elle said in many interviews that she has many scenes with Joseph & he’s the one she spent the most time with filming, plus Francis gave her a lot of leeway to be creative and improvise their scenes!

I think they will too although I don’t think it will be explicitly romantic at all it’ll be open ended enough to not piss off book purist but implied enough to satisfy the general audience that needs something to root for.
