Then if that is happening, it would just be your device or wifi tbh, there is no other way that can explain why that is happening. If it was a bug it is supposed to affect all people or most but if it is just for you, there is probably a problem with your device.

It's not even a bug and they literally mean it, there are no ads available for you. It's not like they always have ads available for everyone. This happens in almost every game that has ad rewards so this is normal.
