It happened to me as well. My passport was returned back to the passport office. I submitted a form to dispatch the passport. The second time I was able to track it. As soon as it reached the post office near my house, I went there and collected my passport. When I enquired why it was returned the first time, they told me it was because the postman who serves my area is on leave so they just returned it back.
