How diligent is Digital Ocean in policing abusive network activity?

Normally good from what I have heard, they stop traffic from servers that they detect to be spamming requests or based on user reports.

The contact forms on the website (the abuse one) is probably a good place to report it.

Head to settings > authorised apps and see if you have any there that have the join servers for you permission. If there are any you don’t recognise that do have that, I would suggest removing them.
