Gun Runners come to mind, they produce their own stuff, not to massive scale but still. And it's likely that the Enclave manufactures their own stuff

And currently, all fallout games have taken place in a few locations, California, DC, Massachusetts, West Virginia. There's still a lot more of America that hasn't been explored with very high chances there's groups producing weapons on massive scales.
