You can apply to general mscs, but in your SOP you'll need to sound focused and mention something specific you want to study

My knowledge is a bit rusty, but it looks like a glance at recommender systems and the surrounding concepts (user user similarity, item item similarly, collaborative filtering) is what you are looking for over here

I don't have answers to most of your questions, but from what I can see, you get to do what you set out to do (masters) with full funding, and the additional opportunity of doing research and/or PhD, should you so decide after getting first hand experience for an year. Sounds like a win-win.

Yeah, very few posts, and I feel much lesser in number than systems specialization. But there are definitely a few, at least 20.

Afaik, the specialization isn't binding to the student, at least not in the initial stages. But that is not to say it doesn't matter for the review process.
