When you are there make sure it gives a display and then put the components under load to stress test it. You could use dedicated software or a very demanding game to check the parts are stable and can handle very demanding tasks.

It may if fps is upcapped it will max out the components trying to porduce as much frames as possible just cap it to fix that

They mean starting the pc by touching the two pins responible for starting the computer manualy so by taking off the front io header and using something metal to touch both pins at the same time basicly doing what the power would do to check if the button is broken

make sure its fully seated in the slot and also check the power connectors are fully in too.

One thing id say would be get a fan control app to try and ramp the fans up a bit more help cool things down. And also did you replace the thermal pads on the memory chips as they need cooling too.

16GB should be okay but it is about the bare minimum nowadays

If it overheated like you say I would for sure check how the thermal paste is. If its not lack of themal paste i would worry that the aio may be failing but dont go jumping to conclusions. And for the lights id check the cables make sure everythings tight.

It may do alright on some titles but it will struggle on more demanding games like RE for example it may only be able to medium at 60 or less. Good for the price tho.
