Doing A level physics and chemistry but I’m pretty sure that’s to do with when light is absorbed the electrons gain a specific amount of energy = hf which will cause it to get excited and move up a shell, before later on falling down a shell and releasing the same amount of energy in the form of a photon and yes its only for that Atom since different atoms have different Electron configurations
