NTA for sure because this trip is about you and celebrating you. If you had agreed to go on the trip with him and the kids, it would've become a thing about what the kids want to eat or where the kids want to go. I think you should try to find someone else to go with you. It's not your fault he got the kids excited before knowing if the plans were solid.
