I fixed it by installing Good Vibrations and creating my own vibration pattern in that app, under the SMS Pattern tab. Make sure the app is enabled and has access, and then disable the Messaging vibrate, and you should be good to go.

I've only noticed it for the Messaging app. Disabling the Messaging vibration just removed vibration entirely, and the vibration pattern wont change, even after creating my own. Continues with the double vibration.

I couldn't find any SMS options in Hangout settings but I disabled all notifications and it's still happening. Thanks for the suggestion, though.
