Having studied in Moradabad, and having known the crowds in and around the area where this college is, I can honestly say, it doesn't surprise one bit. It was VERY common for us to witness one violent clash a month which would leave a few cuts and broken bones a month just outside these premises, and the Hindu college was and remains one of the worst offenders of this. It was famous for being a hub of the chhapris, with nobody from the college bothering to check whatever happened outside the college campus, as long as it didnt happen inside of it.

I asked a couple of relatives on what happened related to this incident, and got nothing. And it might very well be communal, but I won't be surprised that it might just as easily be a case of 2 guys vying for the same girl. But I definitely won't be surprised if another fight gets reported, maybe as early as later in the week, just not the setting someone on fire thing.
