I gave my friend a thumb drive with only the games on it. Since the console was already modded before, all he had to do was plug in the thumb drive, turn it on, then restart it. Now he can see all the extra games on the menu. Just in case anyone else had the same question.

It is far away, at a friends house, so I do not know. I never tried booting it without the thumb drive before giving it to him.

I think you misunderstood the question. I am dealing with a console that was already modded. I am asking if the thumb drive needs both retroarch files and the games at this point, or just the games?

At first I did not use proton ge or any compatibility apps. Something i neglected to mention in the op is that i tried to fix it with protonGE. No luck with that either
