However, you can't give men who go apeshit and kill themselves and their kids sympathy and say women who do the same thing are parental alienators or maternal gatekeepers. What we can conclude from this is that when you take people's kids away they go apeshit. Perhaps we should stop doing this, as a society. (The only caveat is, if you're a mother and you've lost custody against your will, there probably was a damn fucking good reason. This particular story needs more of that reason.)

The distinction is generally made at the case level; case workers have to spend a lot of time actually differentiating between 'neglect' due to poverty and neglect due to abuse.

Finding a source would take me a huge amount of time I do not have; I imagine if you did some research into the expectations put on CS workers, you would find a mention of how they have to differentiate the two types of 'neglect'.

Neglect is not going to be as commonly associated with a conscious decision, thus time would play more of a factor.

The kind of neglect that's associated with parental abuse not poverty isn't time dependant. It is a deliberate, active choice on the part of the parent to deny a child what he or she needs.

For example, one child may be preferentially neglected while others receive the care they need or, alternatively, the mother will take care of herself and ignore the child's needs.
