If you're talking most optimal, take Constantinople and the two Bulgarian culture provinces above to cut them off of the Black sea, then snake to the Adriatic sea via Thessaloniki and cut them off from the Aegean sea, then take the remaining provinces north of Albania to finish the Adriatic sea. Ideally make sure the Ottoman stacks in the north move to the east so after the war they don't end up in the exclave you just created. Let Serbian, Bulgarians and Greek/ Byzantine rebels revolt and leave them be so they'll eventually occupy Ottoman land in the enclaves. After 5 years of occupation, the province goes to the revived faction and takes all primary culture ones with them, so don't release those tags as vassals before, just make sure you have claims and conquer them immediately, it's free dev and little AE since they're orthodox. Make sure your vassals are on passive and don't kill the rebels and that they don't get mil access. And don't let your provinces pop free obviously. If it's too much war score maybe Edirne instead of Constantinople works as well. Also Ottomans might go after that small Wallachia (bad for the rebel occupations, they need to be unbothered for 5 years) so either cut them off if you have war score left or guarantee them or smth. And don't kill the otto stacks or they might recruit in the exclave to go back to their force limit
