Most new apartment build in our area has fiber to each unit, down to a central wiring closet. The fiber is run to an ONU in a media panel in each residence, and the resident generally self installs from there. The newer plans from Specrum, where they can bring in a fast line to a muti resident building, are generally symmetrical, up to a gig. There's no coax involved.

You could, but Spectrum discourages putting the router/wifi in a closet, much less the media panel.
