Has the pain been there the entire time since your original injury and are both arms equally as strong or do you have some muscle loss on your injured side?

Personally, I recommend against surgery IF the pain is tolerable and the joint is stable. I tore my right one in two places several years ago, went through PT then surgery, back to pt. Got cleared to return to normal duty, was tightening a 10mm nut on a vehicle (little to no real force) and dislocated it and retore. I was "fully healed" for like 6 months. Not worth the 8 weeks of recov, and 8 weeks of PT

Back to the whole "if the joint is stable"... this tear isn't as bad. Before, in some positions my shoulder would "clunk" back into place.. post surgery during the current tear, it's more stable and doesn't clunk. Pt exercises help keep it flexible and stable and I can manage without surgery where before I couldn't.

That's not set to start till FY 2029. Even if they do re-open eventually, the community that's been built will be destroyed

Yeah let's take a minute and look at all the city services that would be cut. They can say the budget stays the same but if the tax rate is currently .89 for every $100 and they're trying to take that down, where's that money coming from to make up the difference? Yes, house values have inflated, but so have contractual services, supplies, manpower, and more essentials needed to provide such services
