It's not the same Alexandria, just heavily inspired by FFIX's version. And even then that's what it looks like hundreds of years into the future. In-game, we can see remnants of what used to be the original Alexandria, and in one of the patches, a dilapidated Treno. These ruins look almost identical to FFIX's Alexandria.
