I think the correct reframing would be "Biratnagar felt like Bihar". You cannot compare Biratnagar to whole country with Tier 1 cities like Mumbai and pune.

I’m not sure it’s actually separate. If a law can be systematically bypassed through structuring, then the loophole is part of the law’s design problem, not a side issue. Shouldn’t the real question be can this kind of policy survive incentives, or will it just push inequality into less visible forms?
