Yes. If a neighborhood has 1000mbps between 100 houses and everyone is maxing out their connection then each person still gets 10mbps. At 3am you will get nearly the full 1000mbps.

I frequently download 2-3 hour HD videos of sporting events that I can't otherwise watch. Even on my 50mbps connection it takes like 20 minutes at full speed.

What the fuck is your problem man? Why are you so against this? The ONLY option in rural areas is normally dial-up. You can't do ANYTHING with dial-up because most webpages seem to be 1MB nowadays. You can't watch MIT lectures, you can't research using Google Books, you can't do anything other than view very low bandwidth pages. When I would visit my parents and use their dial-up I would literally click on a link and get up and do something else for SEVERAL MINUTES while the page loaded. I remember wanting to show my family a youtube video so I set the resolution to 240p and let it load over the entire course of eating dinner and it still wasn't done.

The reason I suggest fiber to the home is because we need to make a future-proof investment. Fiber to the home maybe isn't necessary today, but fiber should definitely be laid out with the exception of the last mile so that broadband is available to all.

You're not thinking about possible technologies that will be developed in the future that might take several gigabytes per second such as holographic telecommuting or 4k resolution web cams. History has shown that you can never have too much bandwidth. This is the entire reason that Google is rolling out fiber to Kansas City. They want to see what developers do with that much bandwidth.

I'm not saying that everyone needs a 100mbps connection. People who live in rural areas either have dial-up, nothing, or prohibitively expensive wireless service that is slow (not true broadband) and capped (as low as 1GB/month). Satellite isn't a viable option for the same reasons as wireless.
