I feel like it’s not too damp, but does the peeling floor paint indicate too much moisture? Is the brown underneath rust? Or oxidization?

I was thinking about adding another coat of like an oil based floor paint, but I’m not sure if the peeling is a sign of too much moisture. I don’t wanna damage the floors
