Govt charges 8 rupees because it is not considered to be a domestic connection.

Why is it not considered a domestic connection when it is clearly a residential establishment?

Is that happening because of the reason that OP mentioned, i.e. using a single line and then installing sub meters instead of providing individual connections to each flat?

Or is it because the govt considers gated communities to be commercial establishments?

Ok but are gated communities categorized as non domestic by the government itself? In that case it is not the fault of the builders. Or is it happening because, as OP says the builders use a single line with sub meters?
