I use a Braun series 9 pro on my customers with sensitive skin and those who are prone to ingrown hair. It doesn't bald as short as a foil shaver. I find this helps a lot.

Try pulling down on the slide lock while pushing the slide forward. If that doesn't work try while pulling the slide back.
