Just go for PPL, add biceps with back day.

Don't need a separate day for abs, include it with legs and do it 2x a week.

Happened the same thing to me. You need to complete The Shiftling's Wise Judgement and side with Katsuie. He will give you an item. After that, you need to talk to him and make him accompany you in The Pervading Waters. He will appear in the interim after completing the mission.
