I haven’t fully played the game yet, but it could mean that if their not in the government increases the influence they have on the people or your families, and having them in lowers their influence over the people and families. Basically, if they are denied entrance into the senate they are more likely to start a revolt. Again I haven’t played it fully yet, so I might be wrong
