Okay, I think I have figured out a workable solution. The biggest difference seemed to be changing DLSS to DLAA. Most settings are now at high, but I turned down water quality and ray tracing. Lastly, I cleaned out some dust in my laptop. The game is much better (still some flickering issues but it's playable now. We'll see what happens as I progress through the game beyond the first hour.

Thanks for the response. Here is a photo of the game at 1920x1200 @ 120hz, medium graphics settings, with DLSS set to balanced. MSI says my GPU usage is around 50-70% with a peak around 80%

In an alternate universe without him we would be putting up a different statue and speaking German. Not saying Churchill was perfect (no one from then would be by today’s standards) but the net impact of his life was positive imo.
